Buying a Home in Volusia County: Mortgage, Taxes and Costs Guide

Volusia County stretches from the beaches of Daytona, Ormond and New Smyrna to inland cities like Deltona and DeLand, and the costs change with the address. This guide covers the 2026 loan limits, property taxes and flood maps. It also covers condo rules, Florida's closing taxes and the down payment programs open to Volusia buyers. Each figure links to the government office that publishes it, and we checked every one on October 22, 2026.

FHA: HUD groups Volusia in the Deltona-Daytona Beach-Ormond Beach metro area and sets its 2026 one-unit limit at $541,287. Our FHA home loan page explains the down payment and mortgage insurance.

Conventional: FHFA set the 2026 conforming limit for a one-unit home at $832,750, and Volusia uses that baseline. Above it, you need a jumbo loan. See our conventional loan page.

VA: Veterans with full entitlement face no VA loan limit. Our VA loans in Florida page covers the details.

The limit caps what the program will back. Your income, debts and credit decide what you qualify for.

Volusia County property taxes and the homestead exemption

Your property taxes go into your monthly mortgage payment through an escrow account, so you want a solid estimate before you make an offer.

• Don't rely on the seller's bill. Florida resets a home's assessed value to market value on January 1 after it sells (Florida Statutes 193.155). If the seller held a homestead exemption for years, your first full bill can run well above theirs.
• Estimate your own bill. The Volusia County Property Appraiser's tax estimator uses the 2026 millage rates. It leaves out non-ad valorem charges such as solid waste and stormwater fees, so check the current bill for those.
• File for homestead. If you own and live in the home on January 1, file with the Property Appraiser by March 1. The office accepts 2027 applications now, online or in person (Volusia homestead exemption).

Bills go out on or before November 1, and you get 4% off for paying in November (Volusia County Tax Collector). Our Volusia County property tax guide walks through exemptions, Save Our Homes, escrow and due dates.

Flood zones and coastal insurance

Volusia County's emergency management office says every property in the county sits in a flood zone (Volusia flood zone information). The zone letter matters. If any part of the home sits in a FEMA Special Flood Hazard Area (zones starting with A or V), an FHA, VA or conventional lender will require flood insurance for the life of the loan. Look up an address on FEMA's flood map service center.

New flood maps are coming

The county's flood maps in effect today date from September 29, 2017, with later panel updates (Volusia County FIRM data). FEMA has sent Volusia preliminary new maps, and the appeal period runs from August 20 to November 18, 2026 (FEMA flood hazard determination status). FEMA hasn't set an effective date yet. When the new maps take effect, some homes may move into or out of a high-risk zone, so ask your insurance agent to quote on both the current and the preliminary map.

For homes in unincorporated Volusia, the county answers flood zone questions by email at CountyFloodZoneInquiries@volusia.gov (Volusia Building and Zoning).

Homeowners insurance goes into your payment too. Get a wind and hazard quote before your inspection period ends, since roof age and wind protection drive the price. Our article on building home equity covers the windstorm-mitigation discounts Florida insurers must offer.

Oceanfront condos: milestone inspections and reserve studies

Much of the beachside housing in Daytona Beach, Daytona Beach Shores, Ormond Beach and New Smyrna Beach is condos. Florida's condo safety laws apply to buildings three or more habitable stories tall:

• Milestone inspection. An engineer or architect must inspect the building by December 31 of the year it turns 30, then every 10 years. The local building official can require the first inspection at 25 years because of conditions such as salt water nearby (Florida Statutes 553.899).
• Structural integrity reserve study. The association must study and fund repairs to the roof, structure, plumbing, electrical systems and other major parts. The law set a December 31, 2025 deadline, and no association may finish later than December 31, 2026 (Florida Statutes 718.112).

If the inspection finds repairs or reserves fall short, the association can levy a special assessment, and your lender counts that in your debts. Ask for the latest inspection report, reserve study and budget before your inspection period ends. For FHA, check whether HUD approved the building on HUD's condo list. Our Florida FHA condo and flood guide and VA condo special assessments page go deeper.

Down payment help for Volusia buyers

Volusia County's First-Time Homebuyer Purchase Assistance Program offers up to $75,000 as a zero-interest, 15-year deferred and forgivable loan. On August 6, 2026, the county paused new applications through at least December 31, 2026, depending on funding (Volusia County affordable housing programs). The county's program covers Volusia except the city limits of Daytona Beach and Deltona, and you apply through one of its Affordable Housing Partners (county program overview, PDF).

Deltona's SHIP program offers up to $60,000 toward a purchase as an interest-free, deferred, forgivable loan, with a waitlist (City of Deltona down payment assistance).

Daytona Beach runs its own Affordable Home Ownership Assistance Program. See the City of Daytona Beach housing page for current terms.

State programs work anywhere in Florida. Florida Hometown Heroes lends 5% of the first mortgage, from $10,000 to $35,000, as a 0% deferred second mortgage you repay when you sell, refinance or pay off the home. Florida Assist lends up to $10,000 on the same deferred terms. Funding opens and closes during the year, so check Florida Housing's page before you count on it. Our Hometown Heroes page and first-time home buyer page explain who qualifies.

Every program sets income and price limits, and most ask for a homebuyer education course.

Florida closing taxes

Florida charges three taxes when you buy with a mortgage. Your Loan Estimate lists each one, and your purchase contract decides who pays the deed tax.

• Documentary stamp tax on the deed: 70 cents per $100 of the price (Florida Statutes 201.02)
• Documentary stamp tax on the mortgage note: 35 cents per $100 of the loan amount (Florida Statutes 201.08)
• Nonrecurring intangible tax: 2 mills, or 0.2%, of the loan amount (Florida Department of Revenue)

Volusia County cities at a glance

Population figures are the U.S. Census Bureau's July 2024 estimates (Census city estimates).

Deltona

Volusia's largest city, at about 100,500 people, sits inland on the west side of the county. Buyers here can't use the county purchase assistance program, but Deltona runs its own SHIP program. Inland homes still need a flood zone check.

Daytona Beach

About 86,000 people live in Daytona Beach, which spans the mainland and the beachside across the Halifax River. Beachside condos bring the milestone inspection and reserve study questions above. The city runs its own assistance program, separate from the county's.

Port Orange

Port Orange, at about 66,600 people, sits south of Daytona Beach. Check the flood map for homes near the river and canals, and ask whether the neighborhood has an HOA.

Ormond Beach

About 44,600 people live in Ormond Beach, north of Daytona. Like Daytona, it has mainland neighborhoods and a beachside with condos, so flood zone and condo checks come first on oceanfront purchases.

DeLand

DeLand is the county seat, with about 45,600 people (Volusia County history). It sits inland on the west side of the county. Buyers in DeLand can apply for the county purchase assistance program when it reopens.

New Smyrna Beach

New Smyrna Beach, at about 33,100 people, sits at the south end of the county's coastline. Beachside condos and homes near the water make the flood map and the preliminary FEMA maps worth a close look.
